would you do add 5+3=8 then divide 8 by 2= 4 right

No, You do the opposite of the sign. Whatever you do to one side you do to the other.
I'm just going to move the variable to be first so I can understand it better, like this.
-2q +5 =3
Subtract 5 from itself to cancel it out. Then subtract 5 from 3 and you get 2.
so now your problem is -2q = 2.
divide -2 to itself to cancel it out and get the q alone and then do the same to the other side and your answer is q = -1.
