Collective security failed because every country involved invariably ends up needing to carry out it's own agenda. One group in power in a country may be in control at the time a deal for collective security is made, but once they have lost power another may break the pact. How many times have you made a plan with your friends to go somewhere and it fell apart, or everyone started to bicker about changes/or details of the plan. Humans change for better and worse and so do our countries. That is why collective security fails. We all have needs which end up changing to an extreme degree at that level of politics.

ok lol, Unanimous decision making meant that all members of the council should agree before action should be taken on the aggressor. this decision making in times of need was very slow as Britian and France always disagree.

Another reason was the absence of three major powers in 1920, which were Germany, America and the U.S.S.R. The League of Nations put economic sanctions on Japan after they invaded Manchuria to condemn their act. However, such actions proved ineffective, as Japan’s main economic trader was the United States of America, who was not part of the League, thus not responsible to comply with the sanctions placed upon Japan.

There were treaties among states to minimize revisionism and restoration of order before 1918, but there was not really warm feeling among European states to maintain peace.
