After stating its purpose, the opening paragraphs assert the fundamental American ideal of government, based on the theory of natural rights, which had been held by many Enlightenment thinkers such as John Locke, Emerich de Vattel, and Jean Jacques Rousseau.

@Awesome781... It is a document that gave the basis for the freedoms protected in the Bill of Rights. The Declaration did not and was not intended to give freedoms. It argued that those freedoms were already possessed by all people.
