Because y varies directly to x. We can therefore assume it is proportional to some constant \(\lambda\). That is: $$y = \lambda x$$ Now we solve for lambda: $$14 = \lambda (-4) \\ \lamda = -3.5$$ Now, using this, can you obtain your answer for #1?

Sorry, this is what I'm saying: y = cx 14 = -4c c = -3.5

Set up the same equation as I did. It's just a matter of proportionality and solving for that constant of proportionality
