I would say B here. At the time of the internment camps, at least, the government rounded them all up because they felt the Japanese-Americans proved a threat to national security. That's how it was justified. It wasn't until much later that people began to realize that it was truly a breach on human rights. This reasoning makes sense to me, but if it's wrong I'd like to know.
