After distributing -2 the inequality simplified to -4x - 18 > -4x + 9

I'm not sure if I'm supposed to divide 9 and -18 by 9 or leave it alone and even then positive is greater than negative so I think the answer might be never...

I'd suggest you try solving -4x - 18 > -4x + 9 for x, even though the problem statement does not call for doing that. Looking again at the above inequality, I see it's pointless to try to solve for x, since we have -4x on both sides of the inequality and can thus remove -4x from both sides. That leaves -18 > 9. Is that true or false? Thus, the inequality is (fill in the blank) true.
