I would say D, because nothing actually CHANGES in this answer. Oil and water stay separate; they don't blend due to different densities. The composition of water stays the same, and the physical state doesn't change either--it doesn't become solid or gas. Same for the oil--its chemical properties don't change, and the physical state doesn't change either.
