Webster thought Clay's concessions were dangerous and would only further embolden the south and legitimize its tactics. Especially unsettling was the resolution affirming that "the people of the several States composing these United States are united as parties to a constitutional compact, to which the people of each State acceded as a separate sovereign community." The usage of the word accede would, in his opinion, lead to the logical end of those states' right to secede."
