state B has out-liers but state a doesn't?
And how would that affect the sexiness [look] of the histogram?

Ermahgod, I would have to go. Remember that histograms have number intervals, and B would have an extra interval because of that outlier

Remember a histogram is just a wider bar graph. So whats the difference between each state? Look at their intervals; State A: whats the smallest number and the largest number? Same with State B.
i still don't really get it.
Ok look at the numbers what is the smallest number and what is the biggest number? For each state. For State A, its smallest number is 34 and the biggest is 38. Now you try state B.
State A: smallest:34 Biggest: 38 State B: smallest:22 Biggest: 65
I would say this: State a's data is a different shape, center and spread because most of the data is around each other...State B's data has a few outliers also.
