To contain Soviet dissent through the use of censored press and secret government operations.

Glasnost literally means "publicity" and promoted openness within the Soviet Union, so I'd go with the third answer -- to bring transparency and openness to Soviet press, government, and business. The other answers don't make much sense because glasnost didn't really promote Soviet solidarity, nor did it strengthen ideas of censorship (it wanted things to be more open). It also wasn't a direct method in reforming government institutions, though Gorbachev embarked on efforts like this in the hopes that he could.
