Hm. I know that when it says "such an offer were an abridgment of the rights of the princes of the individual German states." it is basically saying that the offer was a reducement of rights to the rpinces of the individula German states. So the Prussian King thought that the princes would have less rights is he accepted the offer. Now that I am looking into it, I am thinking D, but not 100% sure...
