This is part of the system of checks and balances in the Constitution. The President (Executive branch) has to sign the bill after it is passed by the Legislative branch before it becomes law. The Judicial branch can declare part or all of a law to be unconstitutional. The Legislative branch controls the funding for the other two branches. In theory, each branch acts as a stabilizing influence on the other two.
