It's right after World War II, and communism was rising in the east. Do some research on communism and what it entailed, and then relate that back to what the book said. It was written in 1949. A note: The author was very outspoken against communism.

I read the book in my free time. Use Google to find out what was truly going on in the world during that time, and then relate it back to what you've read. Unless you didn't read the book, in which case I recommend Spark Notes and read the summaries.
i did read it but i just don't know how to plan up the oral …. i have a lot of information just needing a flow now

i've got the information of political and historical issues that time basically the history but i don't know how would to begin my speech. I think you should begin with paraphrasing what the book was about. Then take the references/information you have and say, "This is the issue that happened, and this is how Orwell presents it in his book/how this influenced his book." Talk about how your knowledge of what happened helps you understand the book.
Go in chronological order
As far as which to do first, talk about what was going on historically and then second how that shaped politics

I'm pretty sure that America as a whole was never for communism, although that didn't really come about until after the Vietnam war
