there being playful or that mad at something? Like saying if you wanted to go to a party, and your parents wouldnt let you, you would text your friend something like "Can't go, Ugh." It's basically another word for 'Ugh' haha

Well, it would depends on the growl. "I can't make it!" Grrrr. Is the sort revolution means. Like the dog, try and touch their food bowl and they growl Grrr. http://www.hark.com/clips/frtqzqbljd-growl-female-short-human-voice Then there is a more exaggerated one, "She is HOT!" Grrrr. Which is a sign of liking something or someone. It is going to depend on the context. With humans there is always some meaning since it is not a natural sound for us.
