C. is NOT right because he is part of the executive branch... his vote only counts when the Senate has a tie vote D) has a lot of power to decide how much money to put to things in bills, so I think that would be a good answer, but Your answer (B) is probably right, but she only has power to preside over debate in the House... which she has because the majority party chooses the Speaker... so she also controls the majority vote in the House [yahoo]

I'm still stuck on this. Is anyone sure? I think it IS the VP since it asks who is the most PROMINENT person in Congress. The VP is second in presidential succession and is the president of the Senate, so... then again, the Speaker works with both houses. I DON'T KNOW!!
