if it's parallel, they never touch, if they're perpendicular, they cross but never at a right angle.

i know the beginning of the parallel line is y=-9x

you'll want to set it up like this:\[y - y_0 = m(x -x_0)\]your point is:\[(x_0,\ y_0) = (-8, -3)\]and you slope is:\[m = -9\] plug in your point:\[y - (-3) = -9(x - (-8))\]\[y + 3 = -9(x + 8)\]\[y = -9x - 75\]

the next one is the same concept, except a perpendicular line has a slope equal to the negative reciprocal of the line its perpendicular to. so m = + 1/9

you'll have to do:\[y - (-3) = \frac{ 1 }{ 9 }(x - (-8))\]
