Look at the symbol for 'congruent.' It is an "is equivalent to" sign with an "is similar to" sign on top. Congruent means both same size *and* same shape. Similar means same shape only.

Congruent triangles means that they are exactly the same. Same angles and same lengths for the sides. For similar triangles, the only thing they share in common is that all 3 angles are congruent. Their sides do not have to be the same, which means makes them not congruent

It's similar logic to "All squares are rectangles, but not all rectangles are squares."
