This quote supports the idea that government must be based on the principle of federalism with the state governments maintaining the majority of responsibility maintain order and security at all times and costs, sometimes requiring placing limits to individual liberties describe in detail each law or policy enacted to justify its existence and actions to the people it must control have separation of powers with checks and balances so that while it governs, its own power is also limited @Kpinky @rose21

thank u ! Anti-federalists believed that a bill of rights was unnecessary because the Declaration of Independence listed many individual rights unnecessary due to the structure of government and rights under the Constitution necessary because the Constitution did not specify protection for individual rights necessary because laws would not follow rights in the Declaration of Independence
