Choose a letter to represent "speed." For example, if you were to choose the letter x, How would you write the inequality for "the minimum speed is 20 mph? How would you write the inequality for "the max speed is 50 mph"? Note that 20 mph would be OK, so use <= instead of just <.

Recall that 50mph is the MAX speed. So, you could write x <= 50 mph, not just x < 50. Now put the two halves of your inequality together: 20 mph <= x (what follows now?)
