It is modifying "way". A person may ask what way? You reply with the way to solve many problems... Now, the word way is a noun, right? And if it is what do you call a word or phrase that modifies a noun?

Yikes, you just have to study that basic word parts in English. Then figure out what modifies what. Then when you read a sentence you will be able to figure things out easier. Sorry I'm not much of a teacher.
