I think there should be some limit on how many questions can be posted per hour. I went to English section and found that some people have no regard for learning, they are just posting questions and accepting whatever answers are posted without using their brains. In other words, they're just cheating at homework, that too in a very lazy manner.
Yes, most users tend to do this quite often. You can still implement the learning process on here and explain answers towards the users. Often times new users fail to read the CoC which can be very frustrating for us. If you see a user constantly doing so, feel free to report them. When it comes to this though, you can remind them "do not provide just the answer". This sometimes will help users remember they cannot do so or else it's cheating. Either way, users who continue this bad habit are talked to. You may copy and paste this in questions you see where answers are just given: OpenStudy values the Learning process - not the ‘Give you an answer’ process Don’t post only answers - guide the asker to a solution. Have homework problems? We can help you - as long as you are looking to learn how to get your solution (and not just the answer). Please do not copy and paste your problems. If people are going to spend time to help you, you should at least spend the time to ask your question as clearly as possible. Or you may copy and paste this: Don't devalue the question/answer process! Don't provide someone with just the answer - explain the process, and help guide them through understanding the problem. Don't just provide the answer to a problem when someone else is in the middle of helping! But if you want to help, by all means, join in! Sometimes reminding the user to read the CoC helps as well. https://openstudy.com/code-of-conduct
