If is true that articles and non-essentials don't get capitalized (unless they are first or last words of a title, which always are capitalized), but the word "is" is seldom non-essential, and it is not an article! So I think the answers so far, while citing the correct rule, don't apply it quite accurately. EDIT: I don't think there is any rule that allows the word "is" not to be capitalized in a title. If I am wrong, it would be good to see a reference to some authority. The rule with which I am familiar excludes prepositions and articles, no matter their length, but ALWAYS includes and capitalizes nouns and verbs, again without regard to length. "Is" is a verb, and I believe should always be capitalized. Instead of just listing five or six words (and the rule includes far more than five or six words), it would be good to see authority for that, because I believe "is" is generally capitalized (all I can think of right now is "Paris Is Burning," and that is always capitalized when I see it).
