"The price for apples is 2 pounds for $1.99" is already a proportion, or rate: \[unit.price=\frac{ $1.99 }{ 2.lb }\]... where "lb" means "pounds."
Note that the $ amount goes on top of this fraction, and that the measure of the apples is "lb" (or pounds). Now you want to find the selling price of 1 1/4 lb., or 1.25 lb. of apples. Write a new ratio. The $ amount goes on top, and the measure of the apples, 1.25 lb, goes on the bottom. We are looking for the $ amount, so use x for that. Write your ratio here. Solve your ratio for x.
