You asked about #7. In #7, there are 6 tangents drawn to a circle from 3 points outside the circle. Each pair of tangents is drawn from one point. That means each pair of tangents is congruent. Since you have the length of one tangent segment of each pair, you can find the length of the other tangent segment of that pair. Then add up all lengths to find the perimeter of the triangle.
