Depends, they can. If the constant is a ratio, then usually not. But in physics all constants usually have units attached.

Constants are just numbers. Whether or not they have unit is irrelevant. In the real world, number will almost certain have units so that we can make sense of them

Constants can and often do have units. eg. Planck's constant, the gas constant, permittivity of free space etc
