Remember an equation is a function if it passes the vertical line test, in this case all you have is a line. So it would be... e.g: |dw:1396249613965:dw| it only intersects at point of the line, so it is ALWAYS a function.

This is weird phrasing. An equation is not a function. A function is a set of ordered pairs that passes a few conditions. \(\{(x,y)|y = -1/5 x + 3\}\) is a function. This reads "the set of all (x,y) such that -1/5x+3=y". I'm not sure if this helps, or makes it more confusing, but it is what it is.
