Uhh Because when the ocean is in motion it uses gravity like the earth does Short answer = gravity The moon's gravity attracts everything and the water is the part that moves most. The long answer still depends on gravity but it includes the effect of our orbital motion and our orbit with the moon around a common center. It gets a bit more complicated than the short answer and most people accept the short answer.
