I think it means that with the -2/3x you are to go over to -2 and then up to positive 3 now the 400 im lost with that

So what you do...is you go to 400 on the y-axis (400 resembles the y-intercept) and FROM THERE you go 2 down...and 3 over to the right since this is negative slope... |dw:1396641022854:dw| so like that
