Does mitosis occur at the same time or same rate for all cells? I know the answer is no, but why?

You are right it is no. Different cells go through mitosis at different rates. For example, skin cells are very exposed to the environment and are constantly being replaced by mitosis. And nerve cells never go under mitosis.

Also different types of cells are replaced at different rates depending on how quickly they need to be replaced or some don't get replaced at all.

the answer is we don't know why. This is a current of research. It's been studied but we don't know the molecular mechanisms for the cell cycle and the circadian rhythm tied to it.
