as I remember, this segment is at zero, and it doesn't really mean other than dividing between negative and positive value. It has no specific meaning, but it is confusing because it seems to have a meaning.

You can just ignore it, it's only there to split the positives and the negatives. negatives on 1 side (of the segment), positives on the other side (of the segment)

The concept: |x + a| < c is equivalent to -c < x + a < c is equivalent to -c - a < x < c - a In this case: |x + 3| < 5 is equivalent to -5 < x + 3 < 5 is equivalent to: -5 - 3 < x < 5 - 3 -8 < x < 2
