"Jean prepared for rain" sure is an independent clause, and "by packing an umbrella" is dependent, BUT D says "one independent clause and one subordinate clause" yet there is still more to the sentence.

by packing an umbreblla is a prepositional phrase

"Jean prepared for rain by packing an umbrella" and "the sun ended up coming out" in my opinion are both independent. I'm not 100% sure, but I'm just saying what I want to and have to say.
