The canals and railroads were designed to pass through areas well suited for towns. People who worked on the trains and canal boats needed places to stay when they traveled. Land was cheap, and the railroads and canals brought inexpensive goods to the newly settled areas.
People built settlements along Canals and railroads because it provided them with resource. I live it Atlanta, GA, it has a four-way railroad going through it, that's why the city was built in the first place, trade. Canals work the same. I would go with D.
