OpenStudy (yanasidlinskiy):

In scientific notation the coefficient is between 1 and 10 therefore move the decimal to the right until it is between two numbers which will give a number that is between one and 10. 0.0314 --> 3.14 the exponent of base 10 will be negative if the decimal was moved to the right (another way of looking at this is to notice that in standard notation, 0.0314 is less than 1 and therefore the exponent is going to be negative) But what should the exponent be? How many places was the decimal point moved? This will determine the magnitude of the exponent. It was moved 2 places so the exponent will be -2: 3.14 x 10^-2
