what is the justinian code?

The Byzantine Empire inherited a mess of laws from Rome along with a number of regional ones. It was like staring into legal spaghetti, so Justinian I ordered it to be cleaned up and made into a form that anyone could understand and guaranteed a standard level of justice from one corner of the empire to the next. That's what became known as the Justinian Code.
