The question is which does NOT explain why a large part of the Great Plains became known a the dust bowl. Winds did have an effect, as well as lack of crop rotation, and drought. So the answer is C.
But the Great Plains have always been nice for farming. The Dust Bowl during the 30s messed up the farming.

I still go for C, and I think what @iPwnBunnies said confirms it. If the Great Plains have always been nice for farming, than the quality of land is definitely not a reason why it became known as the dust bowl. Since the question is "Which does NOT explain why a large part of the Great Plains became known as the dust bowl," it must be C, since it is not a good explanation.
