So because it's sampling just from one community pool, we are not getting a representative sample from all swimmers all over the world. That one location could a population with a certain trait that allows them to swim super fast or super slow. And you could get a skewed result from that one location.
Does this make sense? Do you want me to go back and explain anything I've said so far? So therefore the answer should be B - not representative!
