Well, I guess I'd go with settlers could obtain cheap land nearby, though I don't think any of these answers are really good.

I'd go with the roads answer. I don't know about being made of tar. But railroads and canals were sometimes the only transportation route in the area. Poor roads don't attract many people. Also, the land near railroads and canals was likely to be more expensive because it was more desirable.
