Probably not a function, although it could be some kind of square-wave function, but i doubt it. There does not really seem to be a logical connection between x and y, so id'say no.

f(h) = 15h + 5 f(8) means replace any h with 8, so f(8) = 15*(8) + 5 = 125 i beleive they mean you should write a table, a bit similar to part A.
