How did national and state powers differ under the Articles? National powers superseded those of the state. National powers were deliberately left weak in order to maximize state powers. State powers included those given to Congress, national powers did not. What were the weaknesses of the Articles of Confederation? The limits on Congress meant that government policymaking was weak at best. The Articles of Confederation required that all states submit to federal power. There were no weaknesses.
