Nixon wanted each country to be responsible for it's own security, with support and development from the United States if needed. The United States would provide an "nuclear umbrella" for it's friends. The nuclear umbrella would make it unnecessary for our friends to spend money developing or obtaining their own nukes and could concentrate on their own defense. The United States would not have to run around the globe putting American troops into every conflict world wide, but provide help in other ways, like helping them develop their own army and defense. The "Vietnamization" was an example of this. Nixon wanted to get US troops out a soon as possible. The way to do that was to get the South Vietnamese Army up to the quality where they could do it themselves. The policy worked. We got all troops out and brought the Viet Cong and other rebel groups to the negotiating table. The Paris Peace Accords brought all fighting to a stop. The problem was that Congress decided to cut funds for support and development. So we ended up leaving our allies alone to defend themselves against an enemy that was fully fund by China and Russia.
