No i don't think so, because if the length of the chord is zero then isn't there no chord?

dunno how rigorous the definintion of a chord is. if its the line segment from a to b, and a=b, .... all depends on how a chord is defined.

if there is no stipulation that the end points have to be distinct, then a chord of length 0 is still a chord
