Your right about it being B. However, like I said, Kennedy and Khrushchev only talked if we were about to kill each other in a nuclear apocalypse. It was a standoff with nuclear weapons, and both countries wanted to avoid it (as did everyone else in the world) so we worked something out at the last minute.
