What do you mean by "better"? I'd say that class B across the board got everyone to a higher level, though class C had some individuals reach even higher levels.

and I still think it matters what you consider "better" to be. Imagine two target shooters at a rifle range, shooting at targets. One shooter gets all the rounds on the target, but none of them hit the bullseye. The other shooter is a bit wild, misses the target entirely with a few rounds, but gets two in the center of the bullseye. Who did better?

The fact that the question asks you to justify your conclusion makes me think you are supposed to construct an argument and defend it. I think reasonable people can have differences of opinion here about which is better.

the shooter that gets all rounds on target so I would say class b did better because there range was a lot smaller an on average the whole class passed while in class c some students failed would you agree?

That would be my opinion, yeah. But I've encountered professors who achieved the other result and thought they did just fine :-)

Anyone who did poorly only had themselves to blame, because some students did well. Uh huh, yup, that's the only possible explanation :-)
