Does radioactive material give off photons when it begins to decay?

Yes, it normally gives off gamma rays, alpha particles, beta particles, etc. also it possible for a nuclide to give off neutron and/or proton; however, it rarely happens to see a neutron or proton.

Okay, so it seems like radium is the most visible decay at 37 billion per second. It gives of a soft blue glow, does that sound right?

I am not sure on the detail. but the more the atomic number, the most the rate of decaying.
