Nope, it's definitely B. A. is missing a quotation mark on the second quote C. is using the apostrophes incorrectly. You use them to show possession or when you have a contraction (i.e that's, it's) When you have a direct quotation that's interrupted mid-sentence, you close it with a quotation mark and start the second half of the sentence with a new quotation mark. So @girlnotonfire was right.
