Depends on who we're talking about.. I suppose. If it's not positive, then it must be talking about the employees that have to stay.
It could be both positive reinforcement, and negative reinforcement. Joe is being given something good, because he did a good job. That's the definition of Positive Reinforcement. Joe also does not have to work as much. We're TAKING AWAY something that Joe does not like -- extra time at work. We're taking it away, because Joe did a good job. That is Negative Reinforcement. POSITIVE Reinforcement is GIVING something that someone likes. NEGATIVE Reinforcement is TAKING AWAY something that someone does not like.
