Ok. Well, do you want your central protagonist to be a boy or a girl? That would help.

Ok. So, since it's fiction, let's do this: The girl is going to be a fighter instead of a damsel in distress. Think of a situation that would place the boy in harms way and have the girl rescue him with little to no aid from supporting characters. With the romance bit, you can make the relationship rocky at first, but with the boy's disappearance, she realizes what he means to her, and when they are reunited, she refuses to let him go due to her deep love for him.

Hmm... Start by describing your setting and starting with a lone figure (make this the villain). Don't describe him yet, but make it obvious he has evil intentions. Then, insert a paragraph break and start with the girl. What's she doing? How did she get there?

You need a villain to make a fiction story, or any story good, so start by describing a dark setting where the villain is, but do not go into the villain's looks, yet/. That will be done when your protagonist first meets him. Then, cut off this paragraph to keep your reader hooked. Next, introduce your girl protagonist since she is the central. Answer these questions in your paragraph: Where is she, and what is she doing? How did she get there?
