why can only people that are 99 can only be moderators this website should have people asking to be admins but they have to have to help least people instead of hundreds

Really? @karatechopper @sasogeek @RC_CA and many others mods are yet to have 99 SS.
There is no strict condition for 99 SS. Thing is you need to be quite familiar with the website,mature enough(18+) and good at handling problems. If you are found capable you will surely be selected.
@yobro - Not all moderators were 99 when they were made moderators. First, people should never be asking to be admins. Admins work for OpenStudy, Moderators do not. Asking to be a moderator is not going to help people become one. Those that are looking for power to use are not ones we want on the team. In the past, ones that looked for power have been first to abuse it by suspending people they don't like, flaunting it, etc. That just does not go over well at all here. In fact, that sort of activity has gotten people removed from being a moderator. If people are interested, they should become more active in the site and properly promoting the rules so that their activity can be evaluated. One example of this is being an Ambassador. While this is not an assured path to being a moderator, it is a way to be noticed and evaluated more. Whatever the source, the evaluations may lead to being a moderator or to never being one. It all depends what activity is seen and how situations are handled. There is no set time period or SS to this process. We have had moderators made as soon as three months after they they signed up. Why were they made one? Because they were very responsible people with an existing and verifiable record of their history and identity. Others were users here for years, participating regularly, and eventually made one. Their SS scores were vastly different because of this. These evaluations have also take months. We, the moderators and administrators as a group, discuss people we feel would be good choices. We then look at what they have been doing and discuss it more. Eventually a yes, no, or maybe is decided on. In the case of maybe, more time is used. The months involved allow for selecting people that are clearly in tune with the ideals of OpenStudy.

People that have 99 are not always moderators. And I am pretty sure that 99 is the highest number that you can get.

Yeah, obviously. Similar hard work is being done by many of the users but he is just too good! (have a look at his individual SS)
Just to chime in, I only had an SS of ~80 when I was made mod 2 years ago.
Of course, it helps to be King.
