In this speech Obama is arguing that his new idea is not only better but also cheaper, cleaner and will help to fulfill the promise he made in his first election which is to get more jobs for Americans. He is arguing that "American energy" will change the U.S. As you may already know others can veto is idea therefore, he is also persuade not only citizens but everyone higher up as well. This is his speech to argue how he is right, to persuade that he is right, and persuade them to vote yes for American energy.
