well, thats the object of the question is to get you to apply what you should have already covered :) the first 'fraction' tells us something about years to adjust with the second one tells us how to adjust the rate

6/4 tells us for the first 6 years, nothing happens; after that we can adjust it every 4 years

OpenStudy (amistre64):

the 6/13 tells us that we can up the rate 6 points per adjustment; but the total adjustments cannot exceed 13 points
